Suspect wanted for hit-and-run that injured 4-year-old boy turns himself in
An arrest warrant has been approved for 74-year-old James Phelps, the suspect in a hit-and-run case involving a 4-year-old boy in Pittsburgh. The boy, Elijah Rivers, is in the hospital but reportedly doing well. Surveillance video shows Phelps’ SUV hitting the boy and then fleeing the scene. Phelps is facing charges including incidents involving death or personal injury, careless driving, failure to stop and render aid, and aggravated assault. He turned himself into police custody without incident.
